Tarnobrzeg Special Economic Zone
The Tarnobrzeg Special Economic Zone EURO-PARK WISŁOSAN was established by a Government Regulation of 9th September 1997 (Journal of Laws, no. 135, item 907) on the basis of the act of 20th October 1994 on special economic zones (i.e. of 2007, Journal of Laws, no. 42, item 274). Public aid may be granted to active entrepreneurs who create jobs through new investments. Since 1st January 2001, TSSE EURO-PARK WISŁOSAN offers public aid to investors, called a regional aid.
Public aid within Tarnobrzeg Special Economic Zone – Subzone Radom:
- Two bases for granting the aid : investments or creating and maintaining new jobs
- Maximum aid: 30% of the investment or 30% of two-year worth of labour costs of newly employed staff (for a small entrepreneur, the indicator is increased to 50% and for medium one – to 40%)
- Regional aid is granted to entrepreneurs mainly in the form of income tax relief
- Amounts received by an entrepreneur as public aid from various sources are summed up
- Terms and conditions for receiving aid: minimum investment amount EUR 100,000, maintaining ownership of the property for at least 5 years, for large companies business must operate for at least 5 years from the date of receiving the permit, for small and medium companies operations must be run for at least 3 years.
Exemption from the real property tax:
- for 1 year – when at least 5 jobs are created as a result of the investment
- for 2 years – when at least 15 jobs are created as a result of the investment
- for 3 years – when at least 25 jobs are created as a result of the investment
- for 4 years – when at least 35 jobs are created as a result of the investment
- for 5 years – when at least 45 jobs are created as a result of the investment
Maximum aid amount is EUR 200,000 (the tax exemption)
Regional aid is granted to entrepreneurs mainly in the form of income tax relief or in the form of amounts received from other aid sources.
Amounts received by an entrepreneur as public aid from a few national or international sources are summed up.
The minimum investment value is EUR 100,000. An entrepreneur has to remain the owner of the property related to the investment spending for at least 5 years. The business related to a given investment has to be run for a period of minimum 5 years from the date of granting the aid.
Investment spending for regional aid may include expenditures to purchase land, buildings and constructions and other fixed assets related to the realisation of the new investment (including machines and equipment previously used).
Regional aid granted on the account of creating new jobs must not exceed 40% of the two-year's worth of labour costs of the newly employed staff, provided that the newly created jobs are be maintained for at least 5 years from the date of granting the aid.
The exemption from the corporate and personal income tax may be granted commencing from the month when the entrepreneur incurred the investment costs or the labour costs until the resources for the regional aid have been fully exhausted.
The Radom subzone includes the following investment areas in Radom: Wólka Klwatecka, Wośniki and Gołębiów and in Pionki, Poniatowa, Ożarów Mazowiecki and Wyszków. The area in Radom region is 39.1 ha and comprises two investment areas: Gołębiów (size 24.3 ha – 60 acres) and Wólka Klwatecka (size 14.8 ha 36.5 acres).
The Gołębiów area is fully developed by Investors and premises belonging to the Agencja Rozwoju Przemysłu SA [Industry Development Agency]. Entrepreneurs interested in investing in that area can only buy or lease manufacturing, warehousing or office space which belongs to ARP SA.
In Wośniki there are ca. 16 hectares (39.5 acres) of investment areas and in Wólka Klwatecka the area designed for investments is ca. 3.6 ha (8.9 acres). These areas are fully equipped with technical infrastructure necessary to run business.
